The Decree of Kutná Hora came as a completely unexpected measure for the masters of the three university nations, as well as for the majority of masters of the Bohemian nation. It could be attributed to the ruler’s momentary state of mind, which throughout his life was restless and unpredictable.

The German masters were taken by surprise and struggled to find ways out of a situation unfamiliar to them. None of them, however, had anticipated that with a single stroke of the royal pen the balance of votes at the University of Prague could be altered.
